HA! I said that a month ago to myself and to a friend on the phone in D.C. It is and that is why Cops is always filmed here. Have you noticed. I am a crime junkie and the crimes here fascinate me, because some of them are so "Florida." I mean that there are some real types if you look on the news sites like Tampabay10 and such, you will see what I mean.

Yeah, I don't have a very charitable opinion of crime statistics as a gauge of how safe a place is, either. There are too many variables, including the fact that only a very small percentage of crime is "random", and even some crimes that appear random to others turn out not to be really random (the perpetrator and the victim really knew each other in some cases), the fact that many crimes go unreported by victims, facts about how crimes are categorized, and the fact that in many areas, crimes can be either under or over reported (the latter case includes things like classifying crimes under more serious categories) by officials for various reasons.
