I was reading the paper that serves south Walton County over the summer and from what I could tell, the developer was not associated with any of the traditional "big players" in the area, as far as planning, development, and engineering are concerned. It had all the hallmarks of a scheme geared towards high profit and low quality. Fowler was probably just a figurehead in the deal in order to get underwriting.
As far as who actually owned the various parcels of land they were putting together, I can't remember exactly, but did see it mentioned somewhere. You can probably unearth the details pretty quickly if you are really that interested.
