Question Estero's growth?

Can someone explain to me why Estero's growth is predicted to be so much better than Bonita Springs? Please understand I've never been there, but I have gathered from this board that Estero--and not Bonita Springs nearer Naples--is slated as THE boom spot in the next few years.
Can someone explain why Estero and not Bonita Springs?

This is just a guess:

Estero is unincorporated without clear boundaries. It is larger than Bonita Springs, which is a city with defined borders.

There is a lot more undeveloped land in Estero than BS.
