Kissimee is pretty much connected to orlando so you can easily live in a nice suburb of orlando and commute to kissimee. When i was a kid my dad worked in kissimee and we lived in an east orlando suburb. The orlando area is much more civilized than than panama city, and has more of a variety of places to choose from to live in. I would go with the kissimmee job if i were you.

Panama City is party-time, excellent, woo woo woo. But that's during springbreak and so forth. Not sure Orlando is more civilzed than any other city in the state of FL other than Miami.

there's probably more nightlife in Kissimmee, but I wouldn't want to live in that traffic for anything!

Panama City.... HIGH crime. Live in one of the 'burbs like: Parker, Lynn Haven, or my favorite.... Callaway. If you go with the Kissimee job, live in Mount Dora.

Sorry, but PC does NOT have "high crime" -- what a hoot!
I've lived here for 10 years, in various parts of PCB, and I love it. Yes, we have to contend with tourists, but you will have to do so in Kissimmee as well... except you don't have the beach.
I live in a 2100 square foot house, built in 2003, in a fairly upscale neighborhood, with "A" rated elementary and high schools, for about $250,000-$300,000. There are occasionally rentals in my neighborhood for $1700+ a month with a pool. I have one of the smaller houses in my subdivision.
There tons of amentities here in PCB now that the commercial development has taken off. Once the new airport opens next year and more development happens out that way, we will see even more growth. Major restaurants like Olive Garden, Longhorn's, TGIFridays, Five Guys, Buffalo Wild Wings, etc. have all located here. Target, JC Penney, Dillards, Home Depot, Lowes, three Publix stores that are less than 5 years old, etc...
But the best part is that you can drive down Front Beach Road and see the sunset on the Gulf after a long day at work.
Edited to add: Oh, and the LAST place you'd want to live is Parker or Callaway or Springfield unless you absolutely needed to because of working at Tyndall AFB. Lower class, slightly higher crime areas... pockets of nicer areas, but just not worth it, IMO. Stick to PCB, Lynn Haven, Forest Park areas.

She can work in Kissimmee without having to actually live there - there are nice areas if you do your research.

Do lots of research when moving to Orlando or Kissimmee areas. It can be much different than it appears, and even if a place looks pretty nice and homes aren't cheap, it doesnt mean that "ghetto" element isnt there.
