Could it be they base their findings on data that is not a great indicator?

"The university's Bureau of Economic and Business Research relies mainly on electric company connections and disconnections, supplemented by building permit data, to estimate population changes."

I think i'll wait for the US Census numbers to come out instead of a report that has been shown to be way off before.
Reports of Florida's demise has been greatly exaggerated.
