If your moving to Lake County, I am not aware of any such licensing. There are leash laws though.

I live in Volusia county and your dog has to be leashed or in a fenced in area, your animal has to have a rabies shot...you can't get them groomed or treated at a vet, of course if you have no proof of vacination they will just vacinate your pet and then treat your pet...
You have to get a new vacination once a year in spite of in the past the requirement said only every 3 years...

how do they know if they have a rabies shot or not, do people come to your house to check and see if your animals are vacinated?

Certain counties in Florida require a rabies shot every year, by doing this the vet give you a rabies tag, then the vet sends paper work to the county letting the county know your dog got the rabies shot. There is a registration fee for the county also. And if you don't get the rabies shot every twelve months the county will send you notices and then fines if you don't get a rabies shot each year. The county we live in has all these rules, so to avoid these radiculous registration fees, we took our new dogs to the county next to us that doesn't have all these rules and fees. They get all their yearly shots, but without all the extra fees.

What I did to move with my dogs
I moved from PA last year with my dogs. I brought copies of their vaccination records (you can ask your vet for a certificate as if you were going to fly or board your dog). I also brought a separate copy of the Rabies certificate.
In Hernando County where I live, I believe you are supposed to get the dogs registered with the county within 60 days of their rabies vaccination (if you get the three year shot you can register the dog for three years, a one year shot is a one year registration). Since mine were older than 60 days and from out of state the vet had to verify my PA rabies certificate with my PA vet and then gave me a new one to use for county registration here.

Flagler County requires rabies shots and issues a tag when it's administered. Last year they told me that the shot was good for 3 years.
A bordaella (kennel cough) shot and proof thereof is required in order to board your dogs at kennels.

No one will come check, but if there are any incidents with your dog (with a person or another dog), it can come back on you. Plus, you'd want your dog to have the vaccination for his/her protection (feral cats and raccoons carry rabies in FL).
Also, when your dog is out in public - dog park or out for a walk - you'll need to have the tags (registration & rabies) on the dog collar, it is required.
Jacksonville recognizes the new 3-year rabies shot, so that is what the vets are using here now.
Jacksonville also has the typical leash laws and nuisance laws. Basically, your dog needs to be under your control at all times - and not verbally - your dog must be leashed, behind a fence, in your home or supervised in a dog park...your dog cannot be left loose - not even in your own front yard - for any reason. If you do so, you are "harboring a nuisance". You are also required to pick up your dogs "leavings" and properly dispose of them...you cannot leave them on anyone's lawn or thrown them down the street drain.
All highly reasonable rules...I only wish everyone followed them !
