I need to establish Florida residence.
Which means I need an address and to register my car in Florida.

You will need to move to Florida, register you car and get a new Florida Drivers License with in in a month of moving here, and then you have to live here a full year to get residence status. What else do you need to know?

And don't think that just by renting or buying a house in Florida it's going to mean you are domiciled there. Among other things, you actually have to physically live there for more than 6 months of the year. States that impose an income tax take a very dim view of having residents attempt to avoid tax by claiming a tax free state like Florida or Texas as their state of residence.

Note that you have to have a Florida auto insurance policy in place before you're allowed to register the car here.

My husband works part of the year in NJ and part of the year here. He needs to keep track of which states he was in on what days, and pay NJ income taxes on the days he spends working there.

When we still had our house in NJ as well as the one here we had a car registered here that was insured on our policy with the other cars that were registered in NJ. Of course at the time we were also not claiming Florida as our legal permanent residence, so that might have made a difference.

Are you thinking Florida residency to avoid paying out of state tuition ? If so colleges are very stict about it . If your parents can claim you on their income tax then they have to live in the state of Florida 12 months prior to you enrolling at a Florida college. You/they have to prove no ties to any other state for 12 months. Nonresidents may petition for residence status after they, or their parents if dependent, have maintained a legal residence in Florida for 12 months, unless FL residence is incidental to enrollment in an institution of higher education.

I moved to Florida... got a FL drivers license...car insurance...Florida tags...enrolled my child in school and I still had to buy an out of state fishing license. I was told I had to live here 6 months before I was a "resident". If I'm not a Florida resident right now, I'm curious where am I a resident

You are a resident. Anyone that tells you any differently is an idiot.
