We are looking at single family homes and see many listings with assessment fees. Do all neighborhoods with HOA have these fees? What is their purpose and do they go up over time?

Not all neighborhoods have a HOA and not all HOA have huge fees. So it just depends. Many HOA that have a large fee use that money to have all the lawns, bushes, annuals in the common areas taken care of. If there is a pool, hot tub and/or tennis courts for the community, fees go to keep those areas up and running. So it just all depends.

I understand what it is used for but why would different houses in the same neighborhood pay different amounts--anywhere from $75-250 quarterly for the same subdivision? Is it based on the value of the home?

Maybe based on square footage?

I know at least one development here where you can decide if you want to do your own yardwork or if you want the HOA to take care of it for you.
