You should have walked to her table and asked if you could have some of her corn chips. Seriously you should have told the manager and let him or her handle it. Now if they did nothing then that's justification for not going back.
I had a similar experience at a fairly nice restaurant. ( a family Italian American restaurant) A normally dressed man, with a woman; took his shoes and socks off - and began playing with his feet! Fondling his toes, sticking his fingers between them, and peeling off layers of his ill groomed toe nails! I am sickened even thinking about it!
We discretely complained to the hostess. Something was said to him, He glared at us for a while and then resumed his disgusting habit.
We ate fast and left.
I still can't think of why anyone would do that. He had to have problems.
I feel sick reading these. what are some so called humans all about... I noticed this also on planes and in the cinema, taking shoes off if your feet are smelly is disgusting.

I too am wondering why you are "punishing" a restaurant for the behaviour of a customer?
You might have a sensitive nose but the manager might not. You are sitting and have a direct line of sight to under her table. The manager is standing and walking pass. He would have to stop and bend over to see what's happening under the table.
I instead of would have called over the manager and tell them politely. It is pretty disgusting to smell stinky feet while trying to eat dinner.
I hate wearing shoes (yet love buying them), so the second I'm in my house, my shoes are off. And I'll definitely admit to discreetly slipping off painful high heels under a table with a long tablecloth, but not if my feet are stinky.
On the other hand, I think the last time I wore heels was in July for a wedding, so it's not a situation I find myself in often.
But that woman? Gross. Do what you want in your own house, but that is icky behavior on many levels in a public place.
I would have said loud enough for her to hear "Ewwww...what is that disgusting smell? It smells like rotten nasty feet! Where is it coming from?" I would have told the manager about it and asked him to tell her to replace her shoes. I wouldn't have left the restaurant and I wouldn't blame them for somebody else's boorish behavior. If he didn't get results I would insist on being moved to another table.
