Peeled potatoes have a flavor very different from unpeeled. I peel them almost all of the time. I definitely intend to try that method on both new and old potatoes. It would be difficult in the winter, however. That's my main mashed potato season.

Mother says, "All the vitamins are right under the skin." Is that true or just a myth?

Foods that grow under the ground: a lot of the vitamins are found just under the skin.
Foods that grow above the ground: the nutrition is mainly in the core or center, e.g. bananas and oranges.
However, potatoes are part of "dirty dozen". If you want to eat them with skin, maybe it's better to buy the organic kind.

Not new potatoes. I can't imagine peeling new potatoes.
Just scrub the grelots, boil and serve with lots of butter and parsley. Delicious!

I still think when you are having creamed potatoes and peas the potatoes need to be peeled. otherwise you are correct.
