Wetting the onion removes some of the sulphur, which causes some to cry. Otherwise there is no need to "wash" them.
However, it is best to wash your fruit and veg in a light citric acid bath to remove pesticide residue as well as anything that may have transpired in handling. Many things are transported from other countries which don't have the same practices or standards we must follow in the USA.
Water will keep onions from making your eyes water. I don't have particularly sensitive eyes, and am not bothered by garlic at all, but some people are very sensitive. They will peel and chop onions at the sink to keep the odor from escaping.
Right on L.C. My mother used to peel her onions by the stove w/one of the burners on to keep her eyes from watering.

This post reminds me of someone I used to know who would season hamburger, brown it, then rinse it.
