At least with a tuna melt we know we're getting tuna. What IS the McDonald's filet-o-fish anyway? It's a manufactured square of multiple fish parts from multiple species all minced and glued together. Maybe the cheese is to Jedi mind trick non-red-meaters and Catholics on Fridays that they're having a burger too.

Its in keeping with the usual American fast food fare of something fried or deep fried smothered in cheese then wrapped in a white bread bun and accompanied with french fries and a bucket of fizzy sugar water.
One time, when I worked at McDonald's, a crazy guy said he'd call the police if we didn't give him fish fillets with full pieces of cheese instead of half because he thought the menu picture had a full piece.
For me, it's not based on any "rule," I just bloody-well don't like cheese on my fried fish. I don't care what other folks do or like. I don't care if everyone else puts cheese on their fried fish - I just don't like it.
And that is fine. I don't like cheese (and more germanely, artificial cheese-like product) on my fried fish, either.
I was responding to the officious sticklers who, with nose-n-air, hair pulled back in a severe bun, and a slight sniff who state with utmost authority that under no circumstances should a morsel of cheese be consumed within a time frame during which even the most remotely extant particle of food originating from the sea be present on the palate.

Hah, let's not pretend that the fried fish/fried potatoes combo is either specifically American or confined to fast food.
My local grocery chain is filling area billboards with pics of its "Captain" fish filet sandwich: two fried filets, two slices of orange American cheese. Doesn't mention the cheese in words. Just the picture.
Actually, it's Alaskan Pollock, and I think it's very tasty without the cheese.
I always get those two mixed up.
