I use the method described here with the microwave and a little bit of water except I do it in a pot.
Add you veggies to pad, add a small amount of water, cover and heat to medium. Once your veggies are done, remove the water if any, add a couple of pats butter or a small amount of olive oil, season with salt, pepper, garlic powder etc and you have steamed/sauteed (and flavorful) veggies.
That's what I do too. Once you've done this with different kinds of veggies you get a feel for the amount and times.
With broccoli I put the stem ends in the bottom and lay the blossom ends on top. This helps everything get the right amount of doneness at the same time. Or if you like the tops very "rare" add them towards the end of the steaming time.
I steam the stems for a couple of minutes first.
I steam veg in the microwave or the pot with the insert. I wouldn't buy a special appliance for that.
I have a real SS steamer pot with a SS insert. However it's a lot of work and dishwasher space for a tiny job. I usually do the microwave steaming. No extra dirty dishes!

Use a regular steamer pot. Dump water out, rinse, take a scrubby and wipe down the steamer insert for five seconds. Done.
What's the easiest and safest way to steam veggies?
Eat them raw.
Uhh... no thanks. Some vegetables, like asparagus, carrots, spinach, cabbage, and tomatoes (I know, it's really a fruit) are actually better for us when cooked.
