It's from the steamer line. There's a sauce that provides the steam. You'd end up with sticky dehydrated food if you did it your way. I bought two of them. The General Tso chicken includes rice. The potstickers has dough for the potstickers & rice. If you ever bought potstickers, they use steam to cook, even if you just buy a bag of frozen potstickers.
I defrost pot stickers and pan fry them to golden brown. Like I would do with pierogies. You can even add sauteed onions. It elevates the taste too...

Following instructions on bags of frozen potstickers, I've browned them, added a small amount of water, put the lid on them, & let them steam. Most of that steamer line has meat. The potstickers don't. Dumping the contents on something & sticking it in the oven will not produce a good result. That's what I responded to. I didn't address the snark in that other post, either.
If you have a collapsible steamer or the right size colander or strainer you could line it with lettuce leaves, put the food in and steam it over boiling water in a covered pot.

Usually you can cook them in a regular oven. These cannot be baked in a regular oven. I almost never buy frozen dinners, but bought 2 of this particular line to get the plastic parts for something that I wanted to nuke. It was cheaper than buying the microwave tools. The plastic may not withstand being nuked multiple times. Some frozen meal packages will even advise you not to reuse them at all.
