The past few times I have been to Walmart I have seen little to no red velvet cake mix being stocked. You would think they would stock more of them this time of year due to the holiday season, but Walmart on their holiday displays is instead promoting holiday-colored Funfetti-type mixes, which no grown adult would intentionally choose over red velvet for Christmas unless they have little kids.
I was luckily able to snag a box of Betty Crocker red velvet mix with the little stock that they had. I plan on making it with green-dyed cream cheese frosting.
So, why wouldn't Walmart stock enough red velvet cake mix? Both Christmas and Valentine's Day are prime seasons for it (although I prefer the pink strawberry mixes for the latter).

They might be temporarily out of stock. It's still plenty of time for Christmas baking. You aren't going to bake this week, right?
Keep checking, and I am sure the red velvet cake will be back on the shelves just in time...
I didn't check my food coloring set, but Green #3 is rarely used in the United States. Typically green is made instead of a blend of Yellow #5 and Blue #1.
Those are even worse choices.....
And the Red #40 - oh, man! Check them out...
Green 3 – commonly found in canned peas, other processed vegetables, fish, beverages, pudding, dessert powders, ice cream, sherbets, sorbet, cotton candy, other candy, other foods, medicines, personal care products, cosmetics....
The FDA says that Red 3, one of the lesser-used dyes.

Speak for yourself! I'll take a good scratch red velvet, but if we're talking box mix, I want funfetti! And yes, I'm an adult without little kids.
I don't associate red velvet cake with Christmas. I've never heard of that connection.
This connection has existed for decades, long predating the Valentine's Day connection which is much more recent; strawberry is the traditional Valentine's Day cake.
