If it has been in the "permafrost" all the time, yes.

Once upon a time, they sold whole salmon (headless, gutted) as $1.97-$2.97 a lb. I would pick up 5 or 6 at a time, take it home, cut it into steaks, baggy it, into the ice box it went.....and it was years down the pike when the last of a run would be consumed in a stew. Once upon a time.

I ate some frozen veggies recently that had been in my freezer since the beginning of the pandemic (~1.5 years). They were perfectly fine, but I wouldn't eat fish that old.

Here is the FDA chart:

https://www.fda.gov/media/74435/download

Maximum for fish is 8 months.

I was in a large supermarket that stocks a lot of foreign products
I had bought whole frozen sardines from them a couple times before and never noticed the pack date.
They were in a freezer case from a company from Portugal. Each fish has some frost build up on it. Thery are loose in the thick plastic bag it's not vacuum sealed
So they tasted perfectly good before but now when I went into the store again I see that date from a year ago on the back of the four 2 lb bags they have of them (price about $9)

I just found this, fishforthought website

Facts about Freezing

This booklet was produced as part of the European Union FAIR Program.

2. How long can we keep frozen food for?
This depends upon the type of food and the storage temperature. Most foods obey the rule the colder the better. Domestic freezers have a star rating indicating the temperature they are designed to operate at.

As a guide here are some suggested maximum storage times at -18°C for a variety of foods.

Fish and Shellfish
Oily fish (herring, salmon, mackerel, etc) 4
White fish, cod, haddock, etc 8
Flat fish, sole, plaice, etc 10
Prawns, lobster, crab 6
Clams, oysters 4

(note other types of food also listed at link)

3. Does that mean that frozen food stored for longer is dangerous?
No. Bacteria - some of which cause food poisoning - cannot grow at freezer temperatures, so the storage life reflects the length of time that the product is likely to remain in good condition. The products are usually labelled 'Best Before' rather than 'Use By'. Eventually, even well-frozen food will deteriorate and become unpalatable while still remaining safe to eat.

I would take these whole sardines
and not thaw them but thoroughly steam them for around 10-12 minutes

I also did this recently with frozen salmon steaks for about 15 minutes
They were cooked fine by that time

Sure, I vacuum seal and it preserves it a long time.

Another thing on the side note. I intentionally bought a non frost free chest freezer because supposedly, frost free design doesn't keep food as well.

I would be very hesitant to, but I tend to be hesitant about raw food that's older than a couple of weeks.
