Number one, why did Dr Pepper offer something free to everybody in America because of a rock band very few people care about anymore? And, secondly, not everyone is going to drink Dr Pepper (I personally just drink Dublin Dr Pepper and not that other stuff), thus, some folks won't follow through on the offer. So why should Axl Rose care about something he can't control, anyway? That doesn't make one iota of sense.
