No I am not and the first thought when I saw it several hours ago was that it may have been a strainer.
The diameter is 9.5 inches and the look of the pan is similar to some baking pans. I was given the pan - pot and I also got the glass lid thinking it fit but it does not. The lid is 1/16th too big.
I think you set that on top of a large stock pot and use it as a steam tray.
Yep, it is a steamer rack.
FWIW, pressure cookers have a shorter rack that has the edge facing down to hold food off the bottom of the cooker so it doesn't burn from the heat source. If it were cast iron with holes, it would be used on a grill for either smoking or grilling veggies or shrimp without them falling through the grill.
I don't see holes for a bail on that steamer, so using it for canning might be a problem unless you had the special tongs for the mason jars.
With anything like this, there can be multiple uses. If you were making steam rolls, it would be possible to use it. If you just wanted hot damp face napkins, they could be put in it. If you wanted to drain veggies or rinse them, it could be used. With a coffee filter in the bottom, you could filter stock or used oil.
That image on Walmart confirms it. The lid was not there for us to get so we have the steamer insert.
