Yes and a simple fluid flush may just be all that is needed. I have seen the same problem on Saturns with old Power Steering fluid.

Post Looking for a 2000-05 Ford Explorer without a motor or transmission.

You could also be hearing a frozen cooling fan clutch,once again noise would go away with belt removal, with engine not running you should be able to manually spin the cooling fan, it shoul spin a few times. great way to troubleshoot, thank you! belt off, no whine. checked each component on the belt, idler pulley was frozen up. really appreciate the tip.
