Any seller can negotiate with as many potential buyers as they want to. If several people have made offers to the seller, that seller is free to respond to any or all of them. I can't see any problem with a seller choosing to make a counter offer to one offeror while keeping the others waiting. That seller can then go back to any of those other potential buyers to resume negotiations if it doesn't come together with the first. They may not choose to wait, and may go buy something else if they go too long without a response, but the seller can certainly try that strategy.
