The city is pretty good about clearing the paved and concrete multi-use paths around town. Many of the hiking trails on the edges of town get trampled and the snow lasts for a while. Here are a couple of photos of the paths in town this past Christmas Eve, just a day after a storm dropped nearly foot of snow:

I rode with him. Then after the ride, we had candy canes and syrup!

The city actually does a better job of plowing the bike paths than the streets (this is because the parks department does the paths vs. the transportation dept, who has lots more streets to deal with).
They are usually clear by 7 or 8 AM! So they do a good job.

In CO you can usually get by with simply brushing snow (so you can do you driveway with a broom if it's only an inch or two).

The "trails" right around town are usually decent. I have mountain biked all months of the year on them. It just depends on the winter. Sometimes the snow melts really quickly (or gets blown away). Some winters it's there for months.

As previously mentioned it can get trampled and then very uneven (as happened this last winter).
