I am looking for land in Colorado that will allow a tiny house to be placed that is not a mobile park requiring lot fees.

Better indicate if an RV park is OK, that is where I see most of them. (likely not suited for you, due to your criteria of no lot fee)

Your best bet is to buy a property with water / septic / power / driveway, and add a shop with legal bath (septic / water connections) + a "lean-too" w/ hook-ups for your RV / Tiny house. (Note: this will not be allowed Urban) Certainly not in an HOA.

Some areas may allow a temporary 'auxiliary dwelling Exemption for caregiving' but stiff rules will apply.
1) must be direct family
2) must be reviewed annually for 'care-need'
3) Must be removed as soon as care need is finished.

If you are fixed on doing this, also check rules for Yurts (Some zoning depts are more friendly for Yurts than Tiny House)
