Is it possible/practical to live in Fort Collins year-round without a car?

If you work in the city and live close to the core (or close to your job) then "yes". A bike would get you most places with ease.

Buy a cheap car, a few people I have known well tried to get by without a car in Fort Collins and ended up having issues trying to get rides when weather hit or they had to go to the other side of town for one reason or another. You can buy a car for around a $1000 or so and should only have to use it a couple of times a month.

Try to live close to College Road (287). The buses run up and down that road every 15 minutes or so, and that's where most of the places you're going to in town are going to be anyway.

Grab some snow shoes and some rough skin, you'll be a hero in the town, powering your way into work after a 2 hour hike through a blizzard, and starting to put things into a spreadsheet. Just the notoriety you would get would be worth it.
