My friend moved to South Florida 8 months ago to get on his feet and start college. For 8 months he's searched relentlessly for a job with nothing to come of it. We've searched Craigslist, asked friends, and applied directly for many different jobs and employers. He's at a point where he may risk eviction because hes not able to pay rent, while at the same time he's trying to apply to start school in September. He's sober and a hard working and smart, but no income to survive on. So what do people do in this situation in South Florida? When they have no job, no income, and possibly without a home? Is there any way to collect any type of unemployment if the person moved in from out of state within the past year?

I found plenty of jobs on Craigslist just a minute ago. He can start today here:

He moved to Florida 8 months ago to start college? He didn't start immediately upon arriving? If not, then what was his plan?

If he is facing eviction, then he didn't come down with a big enough nest egg or a solid plan. In 8 months, that is ample enough time to just drive around to fast-food joints (there are tons of them in South Florida) and pick up something...anything to keep a roof over your head.

However for practical advice...there are a couple of options:

1) Check out Craiglist for 'Rooms for Rent. You may be able to find something as low as $300/month...or maybe even lower if the owner/landlord needs work done around the place
2) Get on food stamps. When I was working a sales job in retail with a weekly base of $250/wk back in 2003, I qualified for food stamps. And I was single with no kids. It wasn't much ($150 per month if I remember correctly)...but it was something.
3) Start college ASAP. Financial aid money should be able to help out.

Forget about Section 8 in South Florida; with no dependents and without being disabled, his application will sit on the bottom of a pile of thousands. Oh and really forget about getting into the housing projects (where your rent is based on your income). The waiting list for that is YEARS long...
