What about preventive maintenance? $42 million

Broward school district officials declared an emergency Tuesday -- and agreed to quickly spend up to $42 million -- after a study revealed that buildings at 33 schools throughout the county may lose their roofs even in a minimal hurricane.

"I'm just very, very afraid that we're going to have a catastrophe with even a minor hurricane," said Deputy Superintendent Michael Garretson, who oversees the district's construction division.

The emergency declaration, only the second in district history, allows officials to bypass the normal process of advertising the needed work and waiting for responses from roofing companies, which can take seven months to a year, officials said. The first declaration was made immediately after Hurricane Wilma, which struck in October 2005 as a Category 2 storm, to allow temporary fixes to district buildings.
