Default power supply question

i bought a 2/2 house in the cape with city water
power for the lawn sprinklers need to be reconnected
here are pics of exterior power supply close by
any idea what they are?
can i remove and tap into it

It looks like the small box on the bottom would have 120 volts in it. There is a transformer in the upper box that would need to get fed from 120 volts. I can't see wires coming from the lower box to the upper box though.

That appears to be an old LCEC Load management unit for either a pool pump or your hot water tank. It was designed to cycle OFF your equipment during peak demand periods saving you money. LCEC no longer installs these units since they use smart meters. It also appears it MAY be disconnected noting the wire on the bottom of the lower box. I suggest you call LCEC and ask them to check that box and disconnect it if not in use. At that point they could tell you if a HOT circuit exists in the junction. There must be a pool pump in that area. A wider angle photo may help.

I agree, it's a Load Management controller. Rather than disconect, contact LCEC and have them activate Load Management on your account. We saved almost $15 on our January bill. But you have to call them and ask to be enrolled in the program...
