Oh, I don't think you are lying. But they are suppose to take it or you can't get one. Better to know that going in, I figure.

they didn't 'take' mine either, but they did maim it by cutting the corner off of it and punching a hole in it.

I don't know if it makes it different being a trailer but I live in Mass. I keep a boat down there. I went in to the registry and transfered my the registration to a florida plate and was done, no license involved. I am going to be registering my Navigator down there soon so I'll find out first hand what the rules are because I am a 2nd homeowner not a part year resident maybe that makes a difference????

To answer your question:

Why must out-of-state residents have Florida proof of insurance before obtaining a license plate or registration renewal?

Florida insurance is required to meet the requirements of Florida Statutes. Only insurance issued or countersigned by a Florida agent is electronically reported to the Department of Highway Safety and Motor Vehicles for verification purposes.

Also, be forewarned that to register a vehicle in Florida for the first time you will pay about $400, often a bit above. There is a $225 new initial registration fee and it piles on from there.

If you happen to get a clerk who for some reason doesn't deface your "other" license, don't even carry it in Florida. Should you present it as ID, and are subsequently discovered to also have a current, Florida license, you will get the book thrown at you - the WHOLE book. The same very likely applies when you go "home".

If you are keeping your original residency outside of florida I don't think licenses come into question.

Register Your Out of State Car

I think you just bring in this stuff to register the vehicle and that's it.

The link you gave is information for people that are permanently moving here and becoming Florida residents.

When you move to Florida and become a resident you have 10 days to register your out of state vehicle. You are considered a Florida resident when you place your children in public schools, become employed, or otherwise establish Florida residency.

Bring Documents
To register your out of state car you must complete an application for certificate of title – this form starts the process of transferring the title of your vehicle from your current state to Florida. To complete this form you will need:

The Vehicle Identification Number
Current License Plate Number
Out of State Registration Number
The state of Florida will send the application for certificate of title to the state that you are moving from. Your previous state will send the title to Florida and Florida will create a Florida Vehicle Title for the vehicle.

This is the link you want

Florida DHSMV Dealer Licenses

"How do I register a vehicle if I am out of state?

If registering a vehicle from out of state, refer to the License Plate Rate Chart (you will need Acrobat reader) and complete the application for certificate for title. Mail the completed form to the individual's local county tax collector or license plate agency in Florida."

You may have to get a VIN inspection where you're at. That can be your local DMV, State Police Office, or other approved source.

Call the Tax Collector for the FL county you want to register it in. Most are helpful and some are actually nice on the phone. Ask your questions, get the exact fees you need, and you can do it all remotely.

You don't need a FL license that I know of to register a car here. You do need proof of FLORIDA insurance which isnt the same as any other insurance for other states. It has to say "Florida Insurance" on your certificate.
