In the past, I would have agreed with you, but I'm not so sure now. I can see comparing traffic or weather with another city, but even if someone is moving from an area with a higher than average crime rate, why would he choose to live in another place with one?
Just want to be sure I've got this right.....Are you saying that wealthy neighborhoods are as likely to have high levels of crime as inner city poor neighborhoods?
