The building i live in had the roof completely ripped off by Charlie, but oddly, not one single window broke

The wind can get under the roof and lift it off, strip the covering. Wind damage comes from flying debris. I wouldn't worry about a 1. Had that strong off of thunderstorms. The bigger damage comes from tornados embedded in the storm and storm surge, coupled with flooding.

Many of the new construction homes are installing windows that can stand up against the high winds of a hurricane.
This means no ladder climbing or worry trying to get shutters in place.
Another feature that people are using are the electric roll down shutters. Just press a button from inside the house and the shutters go down.
Since hurricane Andrew, building codes have changed and they are requiring many new methods that strap the roof all the way to the foundation.

Another problem is that if a window does break it can get wind into the home making it easier for the roof to come off.
