That's a pretty darn good combination.
I agree, that for the Baby Boomers growing up in Ft. Wayne after WWII (I had a lot of relatives there at that time) it had cultural advantages equal to cities several times its size. Symphony, ballet, civic theater, summer theater, year round professional sports, great library and historical library, art school and art museum and cutting edge programs (you could check out a sculpture or an original painting with your library card in the 60s.) good bus system, safe streets. etc.
But Ft. Wayne had one thing then that is missing today... an economic driver. All the manufacturing companies, and the life insurance HQ, Soy processing, etc. created jobs and financial abundance. But first the ascendance of foreign cars, and then the transformation of electrics to electronics were brutal to Ft. Wayne businesses. Unfortunately it's never recovered. And without financial abundance, all the cultural advantage a town might have are just not enough to draw many people to move there.
Of the very large extended family I was related to in Ft. Wayne in the 60s, 70s, 80s... uncles and aunts and flocks of cousins and then their kids and by now even some of THEIR kids already
today there is not a single one of them still living in Ft. Wayne. They all had to move away to find good jobs.
Everything else combined, all the wonderful cultural advantages of the city taken as a whole, has less to do with Ft. Wayne's future than does the creation of jobs. That's where the focus must be.

I've long thought that the basis for any stable community is the presence of jobs and access to a good education, and given those two criteria then uncertainty would be minimal. Ultimately, of course, if the economy of Fort Wayne cannot support the population then there will be a downward spiral in both quality of life and opportunities, and people will leave. According to Wikipedia, though, the population of Fort Wayne has actually been on the increase since it bottomed-out in the early 80's. As of 2010, it's approximately 75K more. I can't account for this large increase (immigration would be part of it I suppose), but few communities could absorb that sort of change without being able to support it. So, I might argue that job creation has been going on all along, though certainly not within the legacy companies that made Fort Wayne famous.
It was my generation, the Baby-boomers, who led the migration away from the cities and to the suburbs, and as odd as it may seem, I think a good number of us are ready to return. The advantages of doing so can be substantial: closer to medical care, nearness to cultural and recreational opportunities, reduced need for driving, greater opportunity for volunteering, etc). Fort Wayne, for reasons we've both referenced, is well-situated to begin developing into a first-class community that will attract the sort of attention needed for future growth. It's still missing something, but the building blocks are there.

A report came out yesterday by WANE TV which basically supports some of what we've all been stating. It is shallow and doesn't address everything as one would expect (focuses on the need for new residential housing downtown). That stated, at least is would appear that at least a few people are trying to figure out a good path for Fort Wayne's development.
Need for more residential development in downtown Fort Wayne | WANE
The way I see things is that Fort Wayne should just copy what worked for another successful city... one in particular that has a fantastic success story is Denver Colorado. Here's information on it's story and advice small cities can take from the experiences it had:

Fort Wayne Revitalization
As a former resident of Fort Wayne (and the FW area in Berne/Decatur), I can attest that the town has undergone a major makeover since the turn of the century. Nothing against Paul Helmke, but I think both Graham Richard and Tom Henry deserve massive levels of credit (to the point that I think Henry would make an excellent governor in 2016).
I moved from Fort Wayne to the Toledo area in 2011, though I still have family in the area and routinely visit as part of Indiana Tech's Ph.D. program (another improvement in the area) and must attest that the two cities (Toledo vs. FW), while extremely similar in general size are night-and-day in terms of the directions they are headed. While Toledo continuously pushes growth to the outskirts, Fort Wayne has taken on its weak spots and dramatically improved itself. The downtown looks better and better each time I visit and I firmly believe it is truly embracing a commercial, service-dominated mentality that is preparing to discard some of the old town's industrial roots.
I would note that it is not only the downtown area that has improved. While I would love to see more investment in the area around Southtown (the old Target & K-mart, in particular), the new Ivy Tech campus should hopefully eliminate some of the undue stigma surrounding the area. I would think a Costco would fit perfectly in that region as a service-based employer that would provide decent wages for the local community while providing a bit of diversity from the standard Wal~Mart fare.
As a pseudo-outsider to the Summit City, I can simply state that I think the town is doing fantastic, has culture, and plenty of opportunities for entertainment (hello, Crazy Pinz!).

Fort Wayne suffers from not having a freeway that connects downtown. Look downtown and there are only two hotels. Most of the hotels in Fort Wayne are situated along I-69 with the majority of them at the W. Jefferson and Lima Rd. interchanges. And since most out-of-town visitors to Fort Wayne arrive by automobile, that doesn't help downtown. Some of those thoroughfares, like 930/E. Washington Blvd., are downright unappealing which doesn't make a good first impression. Plus, trying to get anywhere north from downtown during rush hour is a huge nightmare.

I am from Columbus - my parents used to own some property in Fort Wayne and I had to make frequent trips there when it became vacant. Before that, I was in Fort Wayne once or twice a year for 30-some years.
I have to tell you guys, I always liked Fort Wayne. I wouldn't have an inferiority complex if I were you guys. It is a nice clean city and it has a lot to offer. I challenge you to show me other similar-sized cities that are nicer or more liveable. Cedar Rapids, maybe.
Don't be down on Fort Wayne. Not everybody can be a Chicago ... or a Columbus or Indianapolis. Embrace what you are, which is a nice clean decent sized city.

Nonsense. Who wants a dirty, grungy freeway going through the center of town? I look at most big city freeways, and to me they are eyesores. Where the freeways are, which is a few miles from Downtown, is about where they should be, IMO.

I-94 runs right next to downtown Chicago, I-65 cuts right through Louisville and Indianapolis. I don't think it adds a trashy feeling at all.
I do respect that the interstate in Fort Wayne loops around the city, this adds greater traffic flow and encourages outward expansion towards and around the interstate, it's reminiscent of much larger cities, 294 in Chicago does this, Indy and Columbus and many other larger cities have a similar interstate that loops around the city.
