Yes this is often true of appartments on electric providers. Also sometimes you don't have a choice on cable. And if you are on the wrong side of the building or your apt management do not allow it you cannot even get a Dish.

When I lived in an apt., I was able to switch from TXU to Reliant w/o any prob. Then I moved to a house and inherited TXU; I eventually changed over to Spark.

Tri-County is a good deal for most part--that is true utility and rates are more conservative than provider like TXU that started as public utility can morphed into the beast that feeds on the grid--TXU bears large responsibility for the brown outs in California several summers ago--their agents deliberately routed power in such ways that they maximized the charges to deliver across the grid to CA--Texas Monthly had great article last year--
Now the state is going to allow TXU to enrich its top level execs with hugh bonuses if the sale goes through and the rate payers will be the ones to soak up the slack--just like when TXU bought power companies in Europe and got screwed--the stock went down, they jacked up the rates to cover their totally stupid attempt at taking over another country's power grid, and ratepayers took up the slack of making the stockowners rich...
I don't know why THEY are guaranteed a profit each year when other business are not---and making a profit does not have to mean an obseen one like TXU has done in the past couple of years....
