and I think the fact that BISD is taking out of district applicants is just measure of how the district is struggling for income--
they are willing to take students from other districts and get their state enrollment money
which is kind of trade off to me
since the students might want to attend campus that is already crowded
don't know if you are guaranteed to get the campus you apply for when you request the out of zone/district transfer
Those apartments are zoned for Academy of Carrie Francis Thomas.

They've been accepting out of district students since 2008, so it's not a new thing. If I remember correctly close to 400 students were accepted through open enrollment that first year. They must meet certain criteria in order to be accepted though, including good grades, attendance and behavior. Not just anyone will be taken in. And yes it does depend on availability in any individual school.

The district got quite a few students from Keller the first year because they still had 1/2 day Kindergarten and BISD had full day. The district also got many high school students who play hockey at NYTEX. Then they also kept quite a few students who moved out of the district but still wanted to attend.
