I wonder what kind of incentives they're getting to open data centers in a place like Texas. The cost of cooling must be astronomical.

Right on point!!

A data center in TX almost doesn't make sense.

They mostly build them in cold climates or close to oceans/rivers.

They make sense because Texas is halfway between each coast (latency), has excess utilities capacity, excess fiber capacity, and solidly built buildings don't have astronomical cooling costs compared to relatively low land prices. Also people may whine about tornadoes and now minor earthquakes, but generally north Texas is an amazingly disaster free area. There are tons of data centers in Texas including in downtown Dallas and the northern suburbs. Per this article, north texas is the #3 data center market in the US.

However, that's a lot of incentives for a data center, probably too much, and I'm not sure a data center is the right type of job to jump start a tech sector.

These are the only times when Dallas cares about its neighbor.

Dallas: "Hey! We are getting a $1 billion Facebook data center!"
