One could go back to the fundamental question of whether frugal pet ownership is possible, or even frugal goldfish ownership. Frugality contains a large element of avoiding costs for which one receives benefits below the cost. It costs a lot more to own a horse than a goldfish, and you get quite different returns from your cost.

Unless your pet is a work-horse or a work-goldfish, which can earn money, the entirety of the benefit has to be calculated as your personal pleasure.

Frugal horse ownership is possible, provided the aggregate value of the benefits from the horse are greater than your total cost of care and feeding of the beast. Only the prospective owner can judge the potential benefits and the money value he is willing to place on that benefit, within his context of what constitutes frugal budgeting.
