I haven't bought any new clothes in years, largely because I still have clothes I've bought years ago that I wear repeatedly and they look nice. Shoot, some of my business casual clothes can pass for casual clothes and I sometimes wear those to work and when I'm out on the town . I have a few suits and pairs of dress shoes.
I don't think I even buy one clothing an item a year. So when I buy, it is for necessity. Can't walk down the street without a shirt, pants or shoes can ya?
I work in an office, so clothes are a necessity. I also cannot wear nasty, synthetic fibers because it is hot all year, so natural fibers up the bill quite a bit.
Buying clothes is a necessary evil for anyone who works in an office that is not "casual". Most are "business casual" now, and that still requires one to look nice. Even shopping at Penney's or Target, decent slacks and a blouse are going to run you around $50.00.
Clothes are expensive, and need to be taken into consideration when looking at your salary.

Also, throw in natural fibers if you live in hot climate (it will soon be in the 90's here), and that really increases the cost. It is ridiculous, but a necessary evil unless I want to break out in hives.
For me they are both a necessity (I'd get arrested without them) and a luxury (I don't need any more clothes; have enough).
But there is the psychological boost of getting something new...it can be entertainment to shop--the thrill of the hunt. Shallow of me, I know.
But as most of my purchases come from my local thrift stone, it's cheap thrills!
Just found a wonderful, amazing, warm winter jacket with tags still on, for $1.00 at the store's end of winter sale. Had a small, easily fixed tear on the shoulder seam.
Since I don't work any longer, clothes are not a necessity any longer. I have enough business casual clothing to last my lifetime. Having said that, I've had to buy some more casual clothing over the past couple of years. My business casual is too dressy to wear to Walmart for groceries and other errands like that. I'm stocked up now, so likely won't buy anything else for a few years.
