I bought a newly constructed house and the backyard was somewhat seeded with Bermuda. Nothing looked great, patchy, some areas bald as can be.
I raked, premoistened and put down new seed about 3-4 weeks ago. I have watered daily with my sprinkler system and the daytime temps have been no cooler than mid 90s. It is in full sun.
I can barely see the grass above the soil level and it doesn't look like it has grown in the past 2 weeks. Does Bermuda typically start off slow? Anything I can do differently? I'm afraid to seed the rest in fears of having wasted all the energy I already spent.

(PS, I'm from PA so planting grass that looks like weeds is all new to me!)
Look around your neighborhood. You may decide that something else like centipede or St Augustine grass is better looking. Bermuda can be a pain. It's hard to get rid of if you want flower beds.
From what I hear, St. Augustine doesn't do well here because of its water requirement. I'm not interested in watering constantly. The rest of my neighborhood has Centipede (sod out front) and Bermuda (seed out back). The grass all looks nice around the homes that have been in the neighborhood for a few years already.
