I have seen them in my garden and don't know the proper name for them.

What is their function in the garden?

Maybe they are hoverflies.

Actually they are Robber flies, as seen here. They are a member of the Asilidae family.

remember, as with any member of the dragonfly family (or those that look like they might even know a member of the dragonfly family)...these insects will sew your mouth shut!
