While this has a certain quirky charm, when I look at it realistically, it screams either Astroturf (or some spin-off) - or Photoshop.

It is not photoshop, it is real but no one is discussing details that I can find. Ever since I saw it the first time I have been trying to find out what they used but I figure if it is not grass it very likely is moss since the climate is good for it there.
The garden is not in a private backyard of some rich person. It is in a park in New Zealand and won a gold medal at an international flower show there. In other words, it is a concept or design for a contest.
