I've used bulk lengths of pvc tubing cut to 4' - 5' lengths and bent to form a series of arcs that I've covered with clear poly to form mini hot houses when starting plants in the spring. You could do the same but cover the arcs and ends with poultry fencing.

The pvc covers part of the rebar that is above ground, just slips right over it. It would be temporary, you can just pull out the rebar when you get your new fence finished.

Thank you and to all the others who offered suggestions.
Luv4horses- we looked into the wire you wrote about but it only comes in 1000 ft lengths or something ridiculous like that. We still are looking into sources and solutions.

Gardeners Supply Company (gardeners.com) has these bendable hoops that would do the job you want/ wanted. Use their earth staples to hold hoops into the earth; can secure the netting also.
