Why is my beets stem so long and sturdy (feedback, seeds)

Hello all,

I have raised bed full of beets but once in a while I will have beets with stem very long and sturdy. Does anyone know why that happens while the rest of beets stem are much shorter? Is the longer ones carrying seeds? See the pic.

Looks like seeds to me.
