Agree Summer is not the best time to plant stuff. Not sure if this was mentioned but.. when temps are in the 90s and that sun is shining bright you are losing so much to evaporation. Doesn't matter if you don't see it or if you see the water on the soil, the atmosphere is sucking it dry so it might not be going deep enough.
Point is... even a soaker hose at slow drip is not enough! Trees (especially new ones) need a ton of water.
So you have 2 things working against you... Summer torching heat AND New Trees that need Water.
My advice? Keep that soaker hose on 4-6hrs at "NIGHT" This way you ensure water drips deeper down as opposed to getting dried up in the daytime heat..
OR
Just water with regular hose twice a day.
This is the most important part for those trees. Get them healthy now and they'll be less or no maintenance later.
And water deep! You don't want roots surfacing for water.
When you planted the trees, did you tamp down the fill really tight? Are there air pockets? Are the trees planted in sand? All the water may be running right passed the root ball.
Another possible problem is that when you plant a B&B tree, it may have lost almost all its root system when it was dug up at the nursery. Compound that with high evaporation in hot weather and it's not surprising that the tree is going to have a tough time surviving long enough to regrow its roots.
