Please think twice about this. The lawn, weedy or not, is someone else's property. Weed control is an art, since each plant has a different metabolism that lets it either succumb to, or survive, a weed control treatment. Often it is timing of the weed specie's development that is the sensitive spot. You could easily kill the good grass and then you would be in trouble.
Either ask the owner for permission, or limit your treatments to fertilizing in a way that favors the grass over the weeds, or get all the renters together and go to the landlord with an offer to take over the control of the lawn.
