Help please!

I have three hydrangea pee wee plants- planted for about 4 years. Two of them are thriving. All of a sudden one of them is losing its flowers, turning brown and falling over. Looks like something is infecting it. I do have lavendar plants planted close by. Some are invading so I need to cut back but wonder if this would cause the plant to die? Any suggestions? Want to save the plant before it completely dies. Thanks!

Are roots missing? The falling over sounds like gophers.
