Looks like Yucca .....Joshua tree.... The bloom though does look like kalonchoe.

You're probably right I have some pretty mature Kalanchoes that favor it. They can get pretty gnarly. Mine all have leaves and are in full bloom.

It is a Jatropha. Probably J. podagrica, Gout Plant.

That must be it. I admit I can't see well enough to make anything from the leaves but the bloom stalks are thicker than a kalanchoes and more like the Jatropha. It does have the swollen base like a ponytail palm. Nice I.D. I've not seen anything just like it. I think Yuccas have a sort of segmented looking stalk or trunk.
