Definitely looks like it, but that site says it's a fall bloomer, and the pic was taken 3/26. I'm thinking Carolina Jasmine as this is the time it would bloom.

It is Carolina Jessamine. I have it growing around my mailbox too. It is the first thing to bloom here in zone 8, so it is always a welcome sight.
Yep - especially if the flowers smell like baby powder.
