This look is achieved by "overplanting" the container. No space between the plants. I'd say probably six of the 4" pots and stagger the plants to get them all in rather than planting in a single row. And fertilize every week to keep the blooms coming!
Container gardening is very different from planting in the ground where spacing and air movement is important. Good luck in achieving a lush container!
You don't indicate where you live but I think you are fine with 4 plants. The super bells are very prolific if planted in a container and if fed will do quite well. Check the info stick and see the recommendations. Mine thrive when watered but don't like wet feet. To the best of my knowledge, Calibrachoa, do better in a container than in gardens.
