OP, when some of those flowers are fully open, take closeups of them if you can and post them.

I did find this plant which is pretty similar but smaller and it is a Goats Beard.

Ok it's flowering now, little white buds that turn to small fuzzy flowers. Looks like a bottle brush cleaner. Saw something like that in the tropics, but it's not tropical here, zone 3!

Aha! Actaea matsumurae 'White Pearl'

You'll also see it listed as Cimicifuga simplex and other combos, but I believe Actaea is the most recent proper name (the taxonomic shuffle can often take years to resolve).

Thank you Jacqueg ! I think this is it. I will look up more about it now. One thing it said was it needs full sun. But mine is in total shade. Maybe that's why it took over ten years for me to notice it. Now it's six feet tall. Before I thought it was a small astilbe.
