As turf3 said, peonies need a cold winter. Peonies do not like heat or rain and need a cold winter, so you may look for heat and rain tolerant peonies:

Southern Peony: Best Performers

Also, since Texas summers are pretty warm, consider planting the peonies someplace they get morning sun and afternoon shade. Also, don't mulch them so they get as much cold as possible in the winter.

Perhaps you should think about planting a more appropriate native plant...

Just spoke to a friend of mine who lives in Texas,and does grow peony plants. What she said was to pot them if you are buying them now. When the weather cools (fall) this would be the time to plant them in the ground. I've seen photos of her plants, and they do look very healthy by doing it this way.
