Is it rabbits? Something eats young succulent leaves, not the older ones. This same something chewed up young foliage of cone flowers earlier this spring. I know this is not deer damage. But I'm thinking that deer repellant might be appropriate. Any other ideas?

I know deer and rabbits can enjoy both. Do you think it's the same thing destroying both? Because there are bugs that like the cone flowers too.
