Bermuda is banned in many areas/hoa's because it's considered too invasive and high maintenance.

That could be something toxic from the road. Tear it out, add soil, and get some rolled turf. About an hour job depending on how much.

So the hoa won't allow rocks or other plants in that space of yours. Tell them you will not have diseased grass and they should not want that spreading to neighbors so they need to tell you what they will accept. Give them a time period to respond. You can do this in a public meeting but follow up in writing. Me, I put things like that 'what I did today' on social media and make it even more public. I'd add the white grass pic too.

Yeah, then, I think I'd put it on the HOA. Send them a written letter telling them you are having trouble with the required grass, that you water it, you've fertilized it, etc., and it's not doing well, and what do they suggest or would they allow you to put in something else. Make it also their problem.

And, I'd ask my neighbors who have nice sidewalk strips what their secret is.
